Greetings from India A-WEB Centre to the A-WEB Community
It is indeed a pleasure and privilege to present Document ‘Ready Reckoner’
containing ‘Brief Profiles of Countries, EMB’s and Partner Organizations
of A-WEB’. The ‘Ready Reckoner’ is one of the first initiatives of the India
Centre- a gift to the A-WEB Community on the eve of completion of one
year of India’s Leadership of A-WEB.
As you are aware, Mr. Sunil Arora, Hon’ble Chief Election Commissioner
of India took over as Chairperson of the A-WEB on the eve of 4th General
Assembly of A-WEB on 3rd September, 2019 at Bengaluru, India. It is his
great vision, deep dedication and support to global initiatives in electoral
democracy that saw the origin of the India A-WEB Centre as a Regional
centre of A-WEB at the Special Meeting of the Executive Board that preceded
the General Assembly. The India Centre has, by now, shaped up well under
his stewardship as the Chief Election Commissioner of India and the
Chairperson, A-WEB, and valuable guidance of his worthy colleagues Mr.
Sushil Chandra and Mr. Rajiv Kumar, Hon’ble Election Commissioners. The
ever welcome support and help from Mr Jonghyun Choe, Secretary General
A-WEB has added to the strength of the India Centre and its mandate.
The ‘Ready Reckoner’, while briefly stating the vision and mission of
A-WEB, recounts the significant contribution made by the A-WEB in
strengthening electoral democracy worldwide through knowledge sharing,
integration of technology and capacity building of the Member EMB’s in
election management. Further, each of the Profiles in the Document carries
information about the respective Country, Legislative System, Electoral
System, Electoral Process, Voter Education and best practices related to the
elections. Analytical Note familiarizes you with a comparative analysis of
status of the EMB’s, voter registration systems, manner of casting votes,
voter turnout etc. The Analytical note also suggests looking at emerging areas
of focus such as social media, adoption of new ICT/IT for enhancing voter
participation, voter education: use of multimedia ICT in communications;
Strategies for inclusive elections and Knowledge sharing on Innovation,
initiatives and Best Practices.
The Document has been conceptualized and developed in house through
intensive research work followed by comprehensive interaction with the
A-WEB Community on the Draft Document. In this context, I thank Mr S D
Sharma Senior Fellow at the ECI and former State Election Commissioner
and our entire team at for their valuable contribution in developing the
‘Ready Reckoner’.
