                      WHEREAS:  That, for  the interpretation of  the rights and guaranteesfundamental,  the Principle
                      ofReasonableness, once this principle influences the entire system constitutional and legal.
                      WHEREAS: In the hypothesis that two rightsfundamentals appear opposed, reasonableness isessential
                      to ponder at a given moment, which ofthey are preeminent over the other.
                      WHEREAS: That our Magna Carta provides in the Article75;that the fundamental rights recognized
                      by it determine theexistence of an order of legal and moral responsibility, which requiresthe conduct
                      of men and women in society. In consecuense,declares as a fundamental duty, among others, the
                      following:
                      “10) Act in accordance with the principle of social solidarity,responding with humanitarian actions in
                      situations ofpublic calamity or life or health endangermentof people”.
                      WHEREAS: That the definitive Register of Electors is integratedby 7,529,932 citizens, of which 6,934,
                      053, areregistered in the national territory and 595,879, abroad.

                      WHEREAS: Likewise, within the powers of thePlenum of the Central Electoral Board (JCE) indicated
                      in numeral 22) of theArticle 18 of the Organic Law of Electoral Regime No. 15-19, alsois: “Have as many
                      measures as necessary to resolveany difficulties that arise in the development of the processelectoral,
                      and dictate, within  the powers conferred by  law, allthe instructions  that it  deems necessary and
                      convenient, in order to surroundthe suffrage of the greatest guarantees and offering the best facilitiesto
                      all citizens eligible to exercise the right to vote. Said Edidas will be transitory and can only be issued
                      and supplied acts during the electoral period of the elections in question “
                      WHEREAS: That the national health emergency situation due to force majeure, living in the Dominican
                      Republic and the world, as a consequence of the pandemic caused by COVID-19, forces this Central
                      Electoral Board (JCE) to establish a protocol sanitary for precincts and polling stations for elections
                      extraordinary presidential, senatorial and deputation generals July 5, 2020.
                      WHEREAS: That in order to avoid the spread and contagion of COVID-19 in the electoral precincts and
                      colleges, it has been arranged, at according to the sanitary measures recommended by the Ministry of
                      Health Public of the country and the recommendations of international organizations such as the World
                      Health Organization (WHO), Organization Pan American Health (PAHO), as well as the indications of
                      the International Foundation for Electoral Systems Consulting(IFES, by the Inter-American Union of
                      Organs Electoral (UNIORE), and of the Political Parties, the Central Electoral Board please state the
                      measures that members must comply with and delegates from polling stations, as well as voters in
                      general, during the election day scheduled for Sunday July 5, present year.
                      For these reasons, the Central Electoral Board (JCE), in merit of the constitutional, legal and regulatory
                      provisions, which have already been stated above,

                                                           RESOLVES:

                      1. The Electoral Precincts will be disinfected and for this the Board Electoral Central, will request the
                          collaboration of the authorities corresponding owners and administrators of the venues.

                      2. Before entering the venues, school officials, Electoral, political delegates, members of the Police,
                          Military Electoral, scrutiny observers and scan, as well as all the personnel of the Central Electoral
                          Board, they must disinfect their hands with the use of alcohol provided by the institution to such
                          purposes. The same practice will be followed with all voters who present to vote.
                      3. At the time of installation, the officials of the electoral college,keeping the established distance,
                          in the presence of political delegates who were there, will remove the kit from the suit case of
                          sanitization in order to dispose of masks, gloves,antibacterial geland antibacterial wet towels.

                      4. Antibacterial wet towels will be used for cleaning \work tables, surfaces and chairs, in addition to
                          keeping them held by the president for cleaning the markers, in theas they are used by voters. They
                          will also be used in the disinfection of the scanners of transmission of results.
                      5. All the officials of the electoral colleges, the delegates politicians, members of the Electoral Military
                          Police and all the Central Electoral Board staff should use during election day face masks and
                          gloves in the exercise of their functions.

                      6. Voters will enter the precincts organized in their respective meters, between each other. Facilitator
