    Expenditure Monitoring

    There has been no ICT initiative for the digitisation of the expenditure monitoring system and all the work was previously done manually.

    For monitoring day to day election expenditure incurred by the candidates, the election expenditure monitoring mechanism has been put in place in each constituency. Maintenance of the day to day account of election expenditure by the candidate is mandatory. Though the account of election expenditure is required to be submitted within 30 days from the date of the declaration of the result, monitoring has to be done on a regular basis during the campaign period so as to properly and correctly account every election expenditure incurred by the candidates and political parties during this period.

    The Online application of Expenditure provides for capturing of expense by candidate over public meetings, posters, banners, vehicle, and ceiling for candidate expenditure.  The application was launched on 24 May 2019.

    Process Flow

    • Monitor expenditure of candidates/political parties incurred during the election
    • Assessment of abstract statements  and the expenditure as shown by the candidate and political parties
    • Verification at District Election Officer (DEO) Level

    The application has brought in online mechanism to monitor the funds given by the political party to the candidate, Funds were given by others to the candidate, Expense understated or not, Candidate expenses exceed ceiling amount or not. All the reports are compiled and presented to the officials at ECi for closer monitoring.
