CEC, Sh Sunil Arora was elected as the new Chairman of Association of World Election Bodies (A-WEB) for the term 2019-21 as India took over the Chair from Romania at the 4th General Assembly of A-WEB

    General Observers are deployed by the Election Commission of India in the election going states and ACs. However, establishing a two-way communication mechanism had been sporadic and informal. 

    Observer App allows the General observers, Police Observers and Expenditure observers to file their statutory report like their arrival, departure etc. Upon deployment to a constituency, the Observer gets the complete deployment schedule in their mobile. Similarly, all notices, meeting invites, constituency details are available on the observer app. 

    One of the important features of the app is the visibility of the cVIGIL cases directly on the observer app. The Observer can view all the cases and give his observatory remarks. This helps the Returning Officer in deciding the case. 

    Similarly, all the flying squad locations are visible on the mobile app. This an observer can find them on the map, click to see the work being performed, and finally call them directly without the need of separately approaching them.

    Observers can also keep track of the complaints cases being filed in the Assembly constituency and monitor their disposal.

    The features provided in Observer app enables the observer to - 

    • Information of cVIGIL cases  
    • Information of Flying Squad
    • Observers can view profile, notice board and fill reports via options available on the dashboard.

    The outcome of the application

    The Observer Mobile app provides better personalisation and ease of sending the notifications. The mobile-specific features such as a mobile device like camera, contact list, GPS, phone calls, accelerometer, the compass can be used, the mobile allows working offline and most importantly a user tends to spend more time on apps.
